WVBE Policy 2525 West Virginia's Universal Access to Early Education System was revised to meet new code requiring pre-k programs to offer at least fifteen hundred minutes per week and forty-eight thousand minutes of instruction per year. The policy was revised in sections §126-28-4. County Collaborative Early Childhood Team, §126-28-10. Transitions, §126-28-11. Meals, and §126-28-18. Program Assessment and Continuous Quality Improvement. The revised policy is effective August 15, 2016 and can be accessed at wvde.state.wv.us/policies/.


Registration for the fall session of E-Learning begins September 1, 2016, and classes begin October 5, 2016 for the following courses:

  • Balanced Reading Diet for Pre-K - 5 Educators
  • Word Study for Pre-K - 5 Educators
  • Text Sets for Pre-K - 5 Educators
  • Formative Assessment Process for Elementary Grades

The third reporting window for the ELRS:Pre-K will open March 31, 2017. The window will close June 9, 2017.

PALS mid-year window begins January 3, 2017. The recommended final date for collecting screening data is February 17, 2017. Score entry deadline for this window is March 17, 2017.
